Job seekers and businesses alike can access a comprehensive range of employment services at no cost, from training opportunities and placement assistance to candidate recruitment, at the America’s Job Centers of California, operated by JVS SoCal.

Job Description and Duties:

This Youth Case Manager/Outreach Coordinator (YCM/OC) will counsel Youth, assess them, and keep the Youth Case files compliant with County and Federal requirements.  The YCM/OC will also initiate, maintain, and develop Partner relationships with the purpose of placing Youth clients into Paid Work Experience.

The YCM/OC will record activities, maintain records and update case notes in the State database.

This YCM/OC will reach out by phone, email and text to Youth partners to insure qualified Youth referrals. They conduct presentations to various Youth non-profits and schools to high light the program benefits and enroll Youth to meet contractual enrollment, workshop, and Paid Work Experience goals.

The YCM/OC may also coach participants on interview skills, facilitate job readiness workshops and assist clients in writing targeted resumes if needed.

Other duties assigned as needed for the efficient operation of the Center/Program. Must meet weekly, monthly, quarterly and yearly program goals as set by Program Supervisor.


Qualifications and Position Requirements:

  • Demonstrated experience in communicating effectively with stakeholders in written and oral form, using positive interpersonal skills.
  • Demonstrated track-record of collaborating in teams. Must be very comfortable and have the ability to cold call, network and develop new partnerships.
  • Public speaking is required. Must be highly organized, detail orientated and work within time restraints and deadlines.
  • Work flexible hours, early morning, evenings and weekends may be required.
  • Knowledge of WIOA common measures and requirement are a plus.
  • Proficient in Microsoft office products including Outlook, Work, Excel and PowerPoint.
  • Must be assertive, friendly and willing to work flexible hours to meet objectives and goals.


Physical Requirements/Working Conditions
Will work in an office environment.  May require travel to Partner locations. May be required to work some evenings and an occasional weekend day.

Ability to meet and exceed performance and outcome goals as set by the county funding agency and abide to contract requirements.Develops relationships with community partner/agencies/resources as necessary for referrals.

Qualifications and Position Requirements:

  • Demonstrated experience communicating effectively with stakeholders in written and oral form, skilled in delivering services virtually, using positive interpersonal skills.
  • Prior experience with high-risk populations is helpful.
  • Skill in facilitating groups, writing resumes and working with diverse population is useful.
  • Have fluency in Microsoft Office software and other relevant software.
  • Ideally, a minimum of 2 years of experience in Workforce Development or career counseling.
  • Must be detail oriented and have the ability to write clear, concise, professional case notes.
  • Must be able to read and write effectively to follow and understand procedures and communicate necessary information (excellent organizational skills).
  • Must be flexible, reliable, dependable and able to work in a TEAM environment.
  • Ability to use good judgment, interview techniques and interpersonal skills.

Physical Requirements/Working Conditions
Will work in an office environment, travel to partner locations or worksites. May be required to work some evenings and an occasional weekend day. Must be able to operate standard office equipment, MSFT Office, and virtual apps such as TEAMS and Zoom.  Requires traveling to various business and other work sites.

Education/Certification/Licensure
BA preferred or 3 or more years of related experience.

Preferred:    Bilingual in Spanish or other community-based language.
