Job Description and Duties:

As part of the JVS So Cal Los Angeles Veterans Peer Access Network (VPAN), the Peer Housing Navigator will be part of a dedicated, specialized, and passionate team focused on improving the lives of veterans and their family’s experiencing homelessness. The Peer Housing Navigator leverages their experience, drive, and training to provide recovery, housing relocation and stabilization services, utilizing a client driven approach. The Peer Housing Navigator connects clients with services, provides problem solving support, and helps clients develop the skills necessary to live independently. The Peer Housing Navigator also provides peer recovery support services and functions as a role model in exhibiting competency in personal recovery, consumer advocacy, and the use of coping skills. The Peer Housing Navigator serves as the technical advisor for their team on all aspects of getting veterans and their families housed. They will coordinate directly with VPAN DMH Housing Coordinator and will attend by name list meetings with VA, LAHSA, and other community partners as assigned.

  1. Through formal and informal assessment strategies, evaluate homeless veterans and families’ housing barriers, and other social determinant needs.
  2. Works independently in the community establishing and fostering relationships with housing programs, landlords, and property managers.
  3. Is responsible for timely and accurate data collection and reporting into HMIS and Unite Us. Ensures that all work assigned is completed in a professional and timely manner with high levels of data integrity.
  4. Assist veterans and families in building social skills that will enhance the acquisition and retention of safe and affordable housing.
  5. Determine eligibility of veterans and families for VA HUD VASH/SSVF, DMH, CoC, and other housing programs.
  6. Assess veterans and families’ housing needs and preferences and assists in search for appropriate housing, including assisting in filling out rental applications, interpreting leases, and understanding tenant rights and responsibilities.
  7. Assist veterans and families in obtaining decent and affordable housing in the most integrated, independent and least intrusive or restrictive environment by taking them out to view housing.
  8. Identify, create linkages to, advocate for, and coordinate services for veterans and families.
  9. Assists veterans and families in building social skills in the community that will enhance job acquisition.
  10. Assists veterans and families in articulating personal goals for recovery and in developing and adapting veterans and families driven support and action plans and monitor the plan.
  11. Assists veterans and families in working with their treatment team in determining the steps they need to take in order to achieve these goals and self-directed recovery.
  12. Using teaching strategies that foster and develop skills, provide problem-solving support for veterans and families.
  13. Assess housing for compliance with various regulations.
  14. Assist in obtaining utilities and making moving arrangements.
  15. Mediate with landlords as necessary.
  16. Monitor and evaluate veterans and families progress, maintaining records in HMIS and other applicable program databases and paper records by adhering to program data collection and reporting requirements.
  17. Work with DMH VPAN Housing Coordinator to stay up to date on DMH and other housing options in county.
  18. Provides consultation to other team members who are housing veterans and families serving as the subject matter expert regarding housing.
  19. Completes all required training activities for current year and maintains applicable license or certification.
  20. Performs all other related duties, as assigned by supervisor.

Utilizing their recovery experience, the Peer Navigator will:

  1. Teach and role model the value of every individual’s recovery.
  2. Role model effective coping techniques and self-help strategies.
  3. Serve as a recovery agent by providing and advocating for any effective recovery-based services that will aid the client in daily living.
  4. Assist in obtaining services that suit the individual’s recovery needs by providing names of community resources and groups.
  5. Assist participants in developing empowerment skills and combating stigma through self- advocacy.

Qualifications and Position Requirements:

  1. Ability to establish and maintain effective working relationship with veterans and families, colleagues, landlords, outside service providers, vendors, and the general public and represent the organization in a positive and professional manner in the community.
  2. Ability to maintain patient confidentiality at all times.
  3. Ability to establish priorities and coordinate work activities with others in a way that is productive and meets the program’s performance measures.
  4. Knowledge of the recovery process and the ability to facilitate recovery using established standardized mental health processes.
  5. Knowledge of signs and symptoms of mental illness, and the ability to assist client by facilitating access to relevant professional resources and services.
  6. Knowledge of community resources relevant to independent living and affordable housing.
  7. Ability to teach individuals with severe mental illness.
  8. Ability to establish and sustain self-help/mutual support and educational groups, lead meetings, and represent the organization in a positive and professional manner in public settings.
  9. Strong written and verbal communication skills.
  10. Strong computer skills, including relevant client tracking/database systems, internet, email, and MS Office suite.
  11. Must be familiar with VA and other related housing resources as well as housing authority procedures.

Education and Qualifications:

  • High School Diploma or equivalent required.
  • Background or experience navigating veteran housing and getting veterans housed.
  • Background or experience in Case Management
  • VA or Los Angeles County approved Peer Support Certification. Must be obtained within 6 months if not held at time of hire.
  • Up-to-date training and certification in Basic Life Support issued by American Heart Association, American Red Cross or American Health & Safety Institute required. Must be obtained within 3 months if not current at time of hire.
  • Valid driver’s license with acceptable driving record.
  • Prior Military Experience highly desirable.

Physical Requirements/Working Conditions 

Office or classroom environment is fast paced setting. Must be able to lift 15 lbs with a fair amount of sitting, answering telephone calls, and movement within the Career Center. Requires traveling to employer and client work sites. May be required to work some evenings and/or weekends.
